EP: Equipping power plants to store CO2 underground

The Environment Committee wants all larger power stations built from 2015 onwards to be equipped with the new carbon capture and storage technology (CCS), which stores CO2 emissions permanently underground instead of releasing it into the atmosphere, it said in a co-decision vote on Tuesday. MEPs had already proposed financing demonstration projects through the revised Emission Trading Scheme, in another vote on Tuesday morning.
To cut their CO2 emissions, industrial installations and power plants could in future use new technology to capture CO2 and store it „permanently and safely underground“ in geological formations, says the Environment Committee its a co-decision report, drafted by Chris Davies (ALDE, UK), on a draft directive providing the legal framework for this new carbon dioxide capture and storage technology (CCS).

„Schwarzenegger-clause“: future power plants with CCS technology

The Environment Committee adopted a new provision, which the rapporteur had termed the „Schwarzenegger clause“, introducing an „emission performance standard“ for new power plants with a capacity of more than 300 MegaWatts. From 2015 onwards those large power plants will be allowed to emit a maximum of 500 gram CO2 per kilowatt hour on an annual average basis, says the amended draft directive. Thus, future power stations might store carbon dioxide underground instead of emitting it to air.

Financing of 12 demonstration projects to be secured by ETS allowances

To support the financing of large scale commercial CCS demonstration projects, MEPs already adopted an amendment in another vote on Tuesday morning. During their vote on Avril Doyle’s (EPP-ED, IE) report on the revised EU Emission Trading System, MEPs introduced the possibility to award up to 500 million ETS allowances to such projects in the EU or in third countries. The value of this support mechanism will depend on the price of CO2 when the gas is eventually buried underground, but according to the rapporteur it could easily exceed €10 billion.

Furthermore, the Environment Committee wants the Commission to ensure that contracts for the construction of 12 large-scale demonstration facilities – as promised by the European Council in March 2007 – are let before the UN meeting in Copenhagen in November 2009.

Fund for monitoring and remediation of closed storage sides

During the period when the CO2 is injected in the underground side, operators will have to pay annual contributions to a fund set up by the Member State where the storage side is located, says another amendment inserted in the draft directive by the committee. MEPs want this fund to cover the costs for monitoring, oversight and remediation after responsibility for a closed storage side has been passed on to the national authority.

Operator remains responsible for a closed storage side for at least 50 years

The Commission proposed to pass responsibility and all legal obligations for the long-term storage of CO2 from the private operator to the Member State. MEPs, however, want to the operator to be liable for at least 50 years after the storage side had been closed.

More time needed for transposition into national law

Finally, MEPs want to give Member States not one but two years after the directive’s publication to transpose it into their national laws.

EP: Environment Committee insists on 2012 target for reducing CO2 from new cars

The Environment Committee backed a target for emissions from passenger cars of 120g of carbon dioxide per kilometre from 2012 in a vote on Thursday. It also opted for a new long-term target of 95g CO2/km for 2020. Committee MEPs rejected proposals for transitional measures for the car industry until 2015. From 2012, car manufacturers exceeding the targets will have to pay fines – „excess emissions premiums“ – for every excess gram of CO2.
The vote, based on a report drawn up by Guido Sacconi (PES, IT), concerned a draft regulation which sets emission performance standards for new passenger cars (the „M1“ category) registered in the EU. These account for 12% of overall EU emissions of carbon dioxide (CO2), the main greenhouse gas, according to European Commission’s figures. The new regulation is part of the EU’s effort to reduce CO2 emissions by 20% by 2020.

Kein Tropfen mehr: EvB fordert Moratorium für industrielle Agrotreibstoffe

Im Boom-Bereich Agrotreibstoffe braucht es eine politische Vollbremsung. Zu gross sind die negativen Auswirkungen auf Ernährungssicherheit und Umwelt. Zu diesem Schluss kommt die Erklärung von Bern (EvB) in ihrer umfassenden Analyse „Bis zum letzten Tropfen: Wie Agrotreibstoffe den Kampf um Ressourcen verschärfen“. Darin dokumentiert die Entwicklungsorganisation diverse aktuelle Fakten, die gegen eine industrielle Produktion von Ethanol oder Diesel aus Pflanzen spricht.

Mit Agrotreibstoffen werden weder die Probleme des Klimawandels noch der Energieversorgung gelöst. Im Gegenteil, sie schädigen die Umwelt, konkurrieren mit der Nahrungsmittelproduktion und verursachen darüber hinaus soziale Konflikte. Einzige Profiteure sind transnationale Grosskonzerne, darunter das Schweizer Agrounternehmen Syngenta und die Schweizer Grossbanken. Leidtragende sind all jene, deren Zugang zu Boden, Wasser und Nahrungsmitteln durch die neue Konkurrenz geschmälert wird.

Die Erklärung von Bern zeigt in ihrer neuen Analyse die ganze Bandbreite der Problematik und fordert politische Konsequenzen: Die Schweizer Regierung soll in unserem Land möglichst schnell ein Moratorium für die industrielle Produktion und den Import von Agrotreibstoffen einführen, um diese Fehlentwicklung zu stoppen, bevor sie weiteren Schaden anrichtet. Für ein solches Moratorium soll sich die Schweiz auch international stark machen. Jegliche staatliche Förderung von Agrotreibstoffen muss so schnell wie möglich beendet werden.

Klimawandel: die Mehrheit der EU-Bürger ist besorgt und handelt

Sichtbare Zeichen der Veränderung

Drei von vier EU-Bürgern sehen den Klimawandel als sehr ernstes Problem an und nur die weltweite Armut halten die Europäer tendenziell für ein noch dringenderes Problem. Rund zwei Drittel geben an, durch Verhaltensänderungen selbst zum Klimaschutz beizutragen. Allerdings fühlen sich über 40% schlecht über die Ursachen und Konsequenzen des Klimawandels informiert. So die Ergebnisse einer repräsentativen Meinungsumfrage im Auftrag der EU, für die über 30.000 Menschen befragt wurden.
Am 11. September war im Europaparlament diese erste umfassende Eurobarometer-Meinungsumfrage speziell zum Klimawandel vorgestellt worden (s. Link unten).

EP: Call for a more ambitious global alliance against climate change

The global alliance aimed at helping developing countries to fight climate change should receive at least 25% of the revenue of the EU Emissions Trading Scheme, according to the EP Development Committee. In a report adopted on Monday, MEPs also question the sustainability criteria of biofuels.

The Global Climate Change Alliance proposed by the European Commission is intended to help the LDCs (Least Developed Countries) and SIDS (Small Island Developing States) to limit the impact of global warming.

In a report drafted by Anders Wijkman (EPP-ED, SE), the Development Committee argues that the budget of €60 million proposed by the Commission for 2008/2010 is not enough. MEPs believe the long-term funding goal should be at least €2 billion per year by 2010 and between €5 billion and €10 billion by 2020.
